Program Committee Papers
The Program Committee (PC) at a conference is the group that reviews the papers
and decides which ones are accepted.
Often PC members are allowed to submit papers, but to preserve fairness
are not allowed to vote on their own papers.
A sign of a narrow-minded conference is one where a large number of PC
papers is admitted at the expense of any new, outside views.
For a supposedly "top" conference, ISCA tends to have a lot of PC papers.

In addition, PC members often have multiple papers get in.
In 2020, ten PC members had two or more papers appead, and two PC
members had four papers accepted!
